Degree as Portion property
If DegreeAsPortion = True, then the degrees and minutes will be rounded up to the next whole degree when PlanetListType of the PlanetWheel1, PlanetWheel2, etc is set to plDegreeOnly. If not, then the degree is simply truncated without round up to the next degree.
When showing the PlanetListType = plDegreeOnly, this is an important property to consider because the degrees could be listed 2 ways.
