Visible property
All Wheels have a visible property that you can turn on or off. If Visible = False, then that wheel will not be drawn. I did this with the SignWheel, TickWheel and BoundWheel (made them invisible) and just set the radii of the other wheels to be drawn as shown below. To get the HouseWheel to show sign positions, you have to have something other than Whole Sign for your house divisions (F3 - General Tab), and you have to set HouseWheel.ShowSignGlyphs = True. Here is an example of the Modern Wheel style that I created and saved as a Wheel Theme:
